Malta Theory Test Cost 2026: Fees, Permit and What You Actually Pay

The Malta theory test fee is €30.25, paid to Transport Malta before you sit. Before that you pay €23.25 for the learner's permit you must already hold. The two fees together come to €53.50, and the €31.25 you may have seen on a driving school's page is not the official fee.

Every fee Transport Malta charges on the way to a licence

Transport Malta's "Obtaining your driving licence" page lists most of these charges, and the fee schedule in the driving licence regulations sets all of them. Every one is payable to the Authority, not to a school.

What the €30.25 theory fee actually buys you

The fee is the price of sitting the test, and the test is a fixed thing. It is computer-based, takes 45 minutes, is made up of 35 multiple-choice questions, and you need 30 correct answers to pass. You must be at least 18, you must already hold a learner's permit, and you must present your ID card before you sit.

The syllabus is the Fourth Schedule of the Motor Vehicles (Driving Licences) Regulations, Subsidiary Legislation 65.18.

Transport Malta publishes the question bank free, in English and in Maltese, including Cars (Categories B etc.) and Motorcycles (Categories A etc.).

Reading assistance during the test is free of charge: apply on form DE 002 with a medical certificate, and the Authority's representative reads the questions and answers in Maltese or English while you decide the answer.

Where the €31.25 figure comes from

Elite Driving Academy's costs page states "Theory Test: €31.25 to Transport Malta". Transport Malta's own page states "Pay a fee of €30.25", and the Theory Test Centre's own booking profile states "Pay a fee of €30.25" as well. Two first-party sources against one school page: the official fee is €30.25.

The same school page is otherwise accurate on Authority figures: its practical-test prices contain Transport Malta's real €23.25 and €40.00. That is exactly why €31.25 is easy to mistake for the official number. It is not. If you are quoting a figure for the theory test, quote €30.25.

How you pay, and who you pay

Transport Malta's page is blunt: "Note that cash payments are not accepted", and the learner's permit application and its €23.25 are processed online at licenzji-xufiera.gov.mt. The Theory Test Centre's own profile, by contrast, advertises "cash and card payments". Both are correct: the Authority and the Centre are different payees, so check before you rely on cash.

To book, Transport Malta's page gives the Centre's number as 21 221520. The Centre's own profile gives +356 212 271 90 and its address as Gwardamanga Hill, Gwardamanga, Pietà PTA1312, with hours Monday to Thursday from 07:00 (closing 14:00, Wednesday 16:00) and Friday 07:00–11:00. The two numbers differ, so we give both with their source rather than pick one.

The realistic total, and the costs Transport Malta does not publish

RouteOfficial fees
Weekday practical test€107.75
Saturday practical test€124.50
Plus each theory re-sit+ €22.50
Plus each practical re-sit, weekday+ €23.25
Plus urgent licence collection+ €25.00
Plus a missed practical test slot+ €23.25

Two of those fees are easy to miss because Transport Malta's own page does not list them. The fee schedule in the regulations sets €31.00 for the three-year probationary licence, paid online on the day of the test or after it, and €22.50 for each theory re-sit; the licensing portal's FAQ gives the same figures. What no official source prices is the doctor's medical report, which every applicant needs: the doctor sets that fee.

School charges are separate and set by the school. Elite Driving Academy, for example, adds a €90 registration fee and quotes €95 for a weekday practical test including Transport Malta's €23.25. Lessons sit on top of that, and how many you need depends on you.

FAQ

How much is the Malta theory test?

€30.25, paid to Transport Malta. The learner's permit you need first is €23.25.

Does the theory test cost more in Maltese?

No separate charge is stated. The fee on Transport Malta's page is one figure, €30.25, and the Authority publishes the question bank in both English and Maltese.

Can I pay the theory test fee in cash?

Transport Malta says cash payments are not accepted. The Centre's own profile says it takes cash and card. Ask the Centre on 21 221520 before you rely on cash.

Do I pay again if I fail the theory test?

Yes. A theory re-sit costs €22.50, under the fee schedule in the driving licence regulations. A failed practical test is re-sat for the same €23.25, and a candidate who misses the practical test slot loses it and must re-apply and pay €23.25.

What if I cannot read the questions?

Reading assistance is free. Apply on form DE 002 with a medical certificate; the Authority's representative reads the questions and answers in Maltese or English while you choose the answer.

Does the €30.25 include study material or lessons?

No. The fee is for sitting the test. Transport Malta publishes the question bank free; lessons and school charges are separate.

The fee is fixed and small. The queue after a missed slot is what costs you.
