Theory Test Malta Online: Practise the Real Exam Format Free

You cannot sit the official Malta theory test online. Transport Malta places the test at the Theory Test Centre, Gwardamangia Hill, Pietà, with fortnightly Gozo sessions in Xewkija, and gives one booking channel: the centre's phone number, 21 221520. What you can do online is practise it, in the same format you will sit: 45 minutes, 35 multiple-choice questions, 30 correct to pass.

What "online" can and cannot mean for the Malta theory test

Search the phrase and the head of the results is a clothing brand. A search for the phrase on 20 September 2026 put a contemporary-clothing retailer, theory.com, at the top of the results, followed by an encyclopaedia article on the word "theory". The Malta entries further down are a browser-only practice app whose served page gives a title and no readable body copy, and a booking widget for the test centre. Not one of them answers the actual question.

Transport Malta's own procedure page answers it by omission. It describes five steps (identify an instructor, obtain a Learner's Permit, apply and sit for the Theory Test, submit your application for the Practical Test, sit for the driving ability test), and for the theory test it publishes a centre address, opening hours, a Gozo venue and a phone number. There is no online sitting of the official test anywhere on that page, and the one online portal it names, www.licenzji-xufiera.gov.mt, is described only as the route for the Learner's Permit application.

So the honest split is this: the test is in person, the practice is online. Anyone selling you "the Malta theory test online" as the exam itself is selling you practice.

The format your online practice has to match: 45 minutes, 35 questions, 30 correct

Transport Malta states the format plainly: the subjects covered are defined in the Fourth Schedule of the Motor Vehicles (Driving Licences) Regulations (Subsidiary Legislation 65.18), the test takes 45 minutes, it is made up of 35 multiple-choice questions, and you need to answer 30 correctly to pass. Those who pass are given a certificate indicating a pass.

That single sentence is the specification for any practice tool worth your evening. If a mock gives you ten questions, or no clock, or 50 questions, it is rehearsing a different exam: useful for learning the material, useless for learning the test. Thirty of thirty-five is roughly six in seven: on the real paper you can afford five wrong answers and no more. Our own mock format is the official one, 35 questions with 30 to pass.

Two things Transport Malta's page does not say, and which are therefore not repeated here: it gives no number of questions per subject, and it states no pass rate. If a page quotes you either, ask where it got it.

Practise the right question bank, in the language you will sit in

Transport Malta publishes its official question banks on the same page, and they are split by vehicle category. In English: Cars (Categories B etc.), Motorcycles (Categories A etc.), Large Goods Vehicles (Categories C1 and C), Large Goods Vehicles with Trailer (Categories C1E and CE) and Passenger Vehicles (Categories D1 and D). In Maltese: Karrozzi (Kategoriji B etc.), Muturi (Kategoriji A etc.), Vetturi kbar tat-Taghbija (Kategoriji C1 u C), Vetturi kbar tat-Taghbija bit-Trailers (Kategoriji C1E u CE) and Vetturi kbar għall-Ġarr tal-Passiġġieri (D1 u D). The banks are published as PDFs linked from that page; the PDF bodies are not reproduced here, so nothing from inside them is quoted.

Which bank is yours depends on the category you are applying for, and the category depends on your age. Transport Malta's minimum ages are: AM for e-kick scooters, 16 years; AM for mopeds and light quadricycles, 18 years; A1, 18; A2, 20; A, 24 years, or 22 years with at least two years' experience on Category A2; B1, B and BE, 18. Note the AM split, an e-kick scooter at 16 and a moped at 18, because revising the wrong bank is the most avoidable way to lose a sitting.

Language is your choice too. Transport Malta offers reading assistance during the theory test free of charge, using form DE 002 plus a medical certificate, and the assistance is restricted to reading the questions and possible answers in either Maltese or English, while the final decision on the correct answer stays with the candidate. That tells you the Maltese paper is a real route, not a fallback. Practise in the language you intend to sit in; our questions switch between English and Maltese, including the questions themselves.

What the test costs, and what has to be true before you can sit it

You need a Learner's Permit before the theory test, not after it. It is applied for online at www.licenzji-xufiera.gov.mt and costs €23.25, paid online; it is issued for three years, and it lets you practise driving under instruction on all days except Sundays and public holidays.

The theory test itself has four requirements: you must be at least 18 years old, be in possession of a Learner's Permit, pay a fee of €30.25, and present your ID card before sitting for the test. Transport Malta states that cash payments are not accepted. One caution worth flagging: that 18-year floor is stated for the theory test as a whole, while the AM e-kick-scooter entry age is 16. If you are applying under AM and you are under 18, confirm your eligibility with the centre before you pay.

To book, call the Theory Test Centre on 21 221520. The centre is at Gwardamangia Hill, Pietà. Gozo candidates do not have to cross to the main island: sessions are held every fortnight on a Monday at the NGO Centre, Ministry for Gozo, Triq il-Madonna tar-Rummiena, Xewkija.

Choosing an online practice tool that is actually built for Malta

Five things to check, in this order, before you give a practice site your evenings: 1. The official format: 35 questions, 30 to pass, and a clock that stops you at 45 minutes. 2. The right bank and category: car, motorcycle, or one of the larger categories, not a generic European question set. 3. Both languages, so you can rehearse in the language you will sit in. 4. Full mock tests with feedback, not only flashcard drilling; the exam is a timed run, and timed runs are a skill. 5. Free to start, with no account needed to try it, so you can see the quality of the questions before you sign up for anything.

TheoryBuddy is built to that list: practice questions and mocks in the official format of 35 questions with 30 to pass, in English and Maltese, based on Transport Malta's official syllabus and question material, and free. Try 10 real questions with no account first; when you want mock scores and a study plan saved against your exam date, create a free account. The booking, the fee and the centre are Transport Malta's.

35 multiple-choice questions in 45 minutes, and you need 30 correct to pass.

Can I do the practice in Maltese?

How much does the theory test cost?

€30.25 for the theory test, and €23.25 for the Learner's Permit you must hold first. Both are paid online; cash is not accepted.
